The 1st Battle of Kruger 60 threw the Federation Fleet’s refit schedule into disarray. Prior to the battle the Navy had planned refits for its three mainline units, the Belknap class, the Oliver H. Perry class, and the Portland class. In all cases the Navy decided to discontinue the planned refits and begin a new refit built around new targeting systems capable of engaging gunboat sized targets at a reasonable range.

The Portland class was tapped as the platform to carry the Navy’s new anti-gunboat sensor system, the Raytheon SLL-1, capable of detecting gunboats out to 73 mkm’s. Space for this system was made by removing the EM detection sensors and half of the AMM launchers.
Concerns that the platform’s escort capabilities had been compromised led to the splitting off of the City class CLE design from the Portland class.

The increase in the sensor suite in the Portland Mod 2C led to concerns that its weaponry had been decreased to the point where it no longer could fulfill its role as a fleet defense unit. Therefore, the City class CLE design was split off of the Portland class. Based on the Portland Mod 2B class, the City class removes the very large active sensor array that was the hallmark of the Portland class, and replaces it with additional AMM’s, AMM fire controls, and AMM storage.
