Task Force commanders and their Staff

I know I'm missing something, but I haven't been able to figure it out.  How do I get the commander of a task force, and his/her staff, on board the flagship of the TF?  

I see the button on the Task Force Organization screen labeled "Move to Flagship", but I can't get this drop-down box to populate with any ships for any of my Task Forces.  I'm pretty sure I'm doing something wrong, but I can't figure out what.

Hmmm...that would appear to be the problem.  I knew I was missing something.  I'll try that.
