Good timing. I recently built one of these and was thinking of posting it.
I picture it as a well armoured desk where the officer in question spends most of his time playing Solitaire.

You can get around the invincibility by adding a 0.1 HS sensor. It doubles the price but it still doesn't  need  crew quarters.

It seems this is actually a bug. Also, they're invincible, as the game starts spamming errors when trying to apply internal damage to nothing. On the other hand, Earth now has a 1 ton hunk of duranium without the duranium.

At least give it a crew quarters!

Still, if you wanted a less cheesy officer training device, a 5 tube AMM PDC is pretty darned cheap (about 1 CF?).  Cheaper than good officers at any rate. 

Also, more AMM tubes for your homeworld can only be a good thing.

I've actually built ten of these, and they are perfectly capable of being assigned an officer. Is this unintended, or just RP-hilariousness?
