Title: Academy Name

Minor question - is it possible currently or will it possible in C# to change the name of the military academy on a particular world?  Given that we are now going to have Academy commandants, I think it would be cool to rename academies based off specialization - the UN Naval Academy, Mars Science Institute, Centauri Ground Force College, etc.

Now, this wouldbe really nice. Not sure if easily possible though. But my roleplaying self would very much approve

I've added the option to rename academies.
