Where is it? when i click on the aliens head, i get my race.

There is not a diplomacy button on the System Map. Press ctrl-F5, or select from the empires menu on the Aurora tool bar.

The old Intelligence button, on the far right of the system map, now brings you to the Diplomacy window (which has Intelligence as a tab)
