Title: R's STO rebuilding?

I've got a campaign where the Rahkas seem to be everywhere.   Land invasions are costly to get rid of them and they don't want to talk.

Once I take out their STOs from orbit can I safely ignore them or will they rebuild their STOs and start shooting down passing ships?
