Title: Fighters defaulting to lowest rank

I'm sure most people just change it anyway, but with fighters defaulting to rank 2 you end up with unoccupied fighters and unused officers unless you change it.

1, This has been requested multiple times and Steve is working on it. And 2, this isn't the kind of thing to put into a new topic. That is 2 strikes against the posting guidelines, just to inform you. Lucky for you the mods on these forums are nice.
