Engineering Brigades Expansion

We were talking over at b12 forum, about wondering empires.

The idea about Engineering Brigades being able to build installations.  I think this limited as to what they are trying to mimic, I think them acting with the hat of an army core of Engineer wouldn't be to far off with them.  Perhaps with mineral penality to them and or a BP rate penalty.

They already do that, each Brigade acts like a construction factory but at a reduced rate. That is how you can assemble a pre-fabricated PDC on an asteroid without any population.

Actually, I think each brigade has the same construction points as a single factory.
