It works in an additive manner. Below is a section of the new food production rule that I have to post yet.

Food production is the sum of the food produced by the Power?s regions, Fishing Fleets and Port Regions. It is harvested every third turn and production figures can be calculated by the following formula: F = { (WvxFm) + (Tn/5) + (+X port level) x Sm }
Where F is the food production, Wv is the regional wealth value, Fm is the Food Production Multiple, Tn is the regional transport net value, +X port level adds the level of the Port in the region and Sm is the Status multiple.

So for example if a region is cultivated and had cattle as a resource in that region its food production multiple would be 1.34.

I will add that it is additive to the food production formula in the regional rules. Thanks for the catch.  :D
