Is there a way to SM add radiation?

To a planet or colony? Y'know, aside from SM making a big ship to nuke it.

No.  It's not an option on the 'Modify Body' screen, so you'll need to nuke it with (preferably enhanced radiation) warheads.

I assume the same applies to dust, too. At least I couldn't find a button to change it.

Again, if it's not on the 'Modify Body' window it's not in C# Aurora yet.
