Diplomacy mechanic on shared planets question

Two country has capitals on one planet (17+ year). Diplomatic teams  improve relationship, espionage team  steal  secrets, but i cannot communicate to second country, and button "Initiate communications" disabled.  I have "allow trade", "military friendly" and "share survay date" with him, but cannot communication ! Why ?

Because you have already contacted them so needing to "initiate communications" is therefore redundant and unnecessary.
Give a man a fire and he's warm for a day, but set fire to him and he's warm for the rest of his life.

"Initiate communication" in Aurora basically means: Try to translate their language (which you already have done).
