Commands that exist are sometimes filtered out of the display box. I think they won't be shown if your current officer pool filters don't allow anyone who could fill them, for instance?

You also need a commander of equivalent rank to the number of academies. And if I recall, there aren't 10 ranks of officers available? Maybe a scientist with particularly high admin powers, but apart from that you may not actually have anyone high enough to actually run it. If that is the case, you'll need to ship some of them to a different colony.

I don't think there's an upper limit to the number of naval or ground officer ranks you can have. 10 at the very least should be possible. May not be of much help if you have Realistic Promotions active.

Thanks for your help, i am running it "realistic" so i will not make higher officers than Admiral:)

i got 30 academys, so i will just have to spread them out in the solar system, when i get that far.

Given how commandants work, you probably want to split them up pronto to start farming the officers you want/need. You get extra weight for whatever type the commandant is, with bonuses for matching a scientists specialty, and extra skill rolls for Naval/Ground graduates where the Commandant has 20%/150 in a skill, so you can target all rounders, or improve a targetted set of skills, depending on who you have free, or are willing to replace

It's only extra rolls, so you might still get some bad graduates, but if you could find a Commandant with 4 or 5 qualifying skills, you could turn out a decent number of pretty high-bonus officers with multiple skills, which would make getting high quality specialists a lot easier
