Cant assign basic R1 officers to fighters

As you can see in the screen shot.   I cant assign some officers to fighter roles to keep them from being "culled".   Others are assigned automatically.   Guess I just need help understanding whats happening.

Are your fighters armed?  If not, I do not think they show up under warships and fighters.  I only say this because you obviously set up an inexpensive fighter class for the purpose of keeping young lieutenants employed.

They are not, but some of them are being employed automatically to that fighter.   Some of them just hang out in the lounge and do nothing

Auto Assign will always assign officers with crew training to available ships regardless of type.  When you are looking at warships and fighters filtered screen for manual assignment, your keep employed fighters might not show up in the screen. Try looking at the all ships screen and see if your keep employed fighters show up there.
