Tech cost modifier

Hello.

Does tech cost modifier and racial tect cost modifier work? i like to play with 10 - 25% modifiers so the research goes sloooowly, but it doenst look like its working?

You have to go the other way. A tech cost modified of 200% means double the cost - so double the time needed to research. If you set it to 25% you will be 4x as fast as default.
