They sure are  :) !

What is the inteded mission of this one? My early warning crafts are usually around 1000t, have only rudimentary sensors, enough engineering to have annual failur rates around 1 or 2% and are parked about 1 million km from a warp point. To me, this looks very much like a fleet scout.
Also, it mounts 4 missile fire controls, but has no missile launcher?
Shields seem pretty much useless. My approach to shields is: Either add a lot or non at all.
With sensors that good, I don´t know if a lot of armor/shields is needed, as this one should be able to stay out of harms way rather easily.

ive programmed on extend missile range operationally.
Second,if am right,the FC onboard r for ECM (weapons) assignment and
Third,the Ship role are "EARS of the Fleet" so ECM r for blinded enemy far from mine ships,and V-Long Range sniffer are ok because my tech r very better on Electronics (Drive r planning to raise Level up in next decades)

I may be wrong here, but this is how I think it works:

ECM: Makes ship carrying it harder to lock on (i.e. reduces range enemy firecon can lock on)
ECCM: Counters enemy ECM for 1 firecon on the ship mounting it
Firecon: controls one or more weapons on the ship mounting it

This means, your ECM/ECCM will not help your other ships and with no weapons of its own, the firecons serve no purpose

Have I missed something and you can actually assign a firecon on one ship to a missile launcher on another ship?

That would be my interpretation as well.  Other than the fire controls I see this as a pretty good Fleet Scout design. Then again I'm a fan of huge sensor arrays for scout ships; I'm sure there's plenty of people with a different opinion.

am know extremly very well the identification of ECM and ECCM:)

but am read in another post another strange: for a ECCM need a FireCon.
u now tell me ive completely misunderstanding.

No, no, you are right, for ECCM to work, you need a firecon.

BUT, the ECCM will ONLY help THIS ONE firecon. And if this firecon can´t be assigned to an actual weapon, both, the ECCM AND the firecon are useless
