Changes to leaders in 6.10?

I just updated to 6.10, and noticed two strange things right away:
   - My starting scientists all had 0% bonuses
   - Three of my leaders died in accidents in the first 6 months

Are these the result of deliberate changes in 6.10? Or am I just unlucky?

In my current game it took me 15!!! years to get a singe 10% level 1 propulsion scientist... this was very annoying to say the least. You are always left with the dice gods... perhaps you need to start offering something.  ;)
