PDC targeting planets?

In my new game I thought I would get my survey operations off to a flying start by launching geo-survey missiles from a PDC. but I don't seem to be able to do this! There does not seem to be a Launch at command available for PDCs. Or have I made a blunder?

Make a Waypoint or population at a planet, then use FC commands to fire.

More specifically, click the desired planet, then hit the "Last" button on the "Waypoints" tab in the System Map. That will pin the waypoint to the planet even as the planet moves.
