Can someone who is actually able to answer the question please respond and/or confirm?
These are the patch notes. Steve doesn't release a separate patch notes thread (or, AFAIK, a patch notes file with the releases) with a given update. The "vX.Y.Z Changes List" threads are also the patch notes, since Steve posts to these threads as he implements new features.
This does mean occasionally a change goes undocumented, but that's not the case here.
