Do you get more scientists?

I lost one for health reasons during some rather important laser research. Despite months going by, still no new scientists, and the guy was my beam weapon specialist too.
Fortunately, I have a habit of depending on large numbers of small missles rather than beam weapons, or a few large missles. :) The two light cruisers trashed the Precursor
dreadnaught with scores of size 2 missle salvos. I salvaged the thing and got a 25 cm far ultraviolet laser from it. I really REALLY need to do that laser research. Is there
a way to hire scientists?

Scientists are produced by Academies, along with naval officers, army officers and administrators. The only way to increase the rate at which you get scientists (and all other officer types) is to build more academies.

Something that should probably be changed in the future, I don't quite see why I need 200 navy officers just to fill that extra research lab.
Do they actually get better when you increase the training rate?
