Fighters ran out of fuel

I sent my newly built fighter squad on a training mission. I accidentally told them to return for refueling when their fuel is below 30% (yeah, I know, dumb.)
They ended up stuck in space, and I had to fly a ship to them to transfer fuel manually.

Why is there no conditional order "when fuel is below 50%/60%"?
How do I get my fighters to do things, and stay within their action radius?

First: Fighters are trained while inside the hangar bay of their mothership, when the mothership trains.
Second: Put a "If fuel is at 50%" request in the suggestion board.

I have added conditional orders for fuel less than 40% and 50% to the next database upgrade version (i.e. 5.30).
