Depends a bit on what display options you have turned on. Partial list:
Fill = green --> no controlling race
Fill = black --> no system bodies
Fill = other color --> controlling race color
Inner border color --> sector membership color
Red outer border = grav survey not complete
Orange outer border = known unexplored jump points
Cyan outer border = populated (by you)
Green outer border = large population (of yours)
