Problem with tankers, picture included

My tanker fleet ran out of fuel.
I had a new, full tanker join the fleet and set his orders for 'refuel own fleet tankers'.

The new tanker won't refuel the other ships, that are only several 100k away from a fuel hub.

Tried to set the tanker to ' refuel own fleet'. Same situation.
In the picture the fleet attempts to reach a destination.
I get the same situation if the whole fleet is stationary though.

Bug or am I doing something wrong?

edit: detached the full tanker and had him ' refuel and join target fleet'. No avail.

Does the tanker design include a refuelling system or hub?

Try removing all the orders from the fleet (including conditional). I've noticed that if there are orders active refueling doesn't work right. Part of that is probably the underway refueling, part is that if they get fuel they'd try to move.

They have refueling systems.
There's no orders active.

After some messing around with joining detaching I'm now able to get one tanker to refuel another.
It does however transfer all of its fuel into another tanker, so that doesn't solve anything :)

In the old VB version there was the option to equalize fuel between, that would be handy now.
I think I can solve it, by constantly detaching ships to create tw-ship fleets, where the fuller one transfers its fuel to the other, keeping the minimum.
Then create a new fleet with the 'full' one and a new empty one. Repeat.

edit: I can also transfer out a ship that's being refueled before the refueling process finishes.
This much micro management can't be right.

Sorry for spam posting, but others might run into the same problem.

I seem to have fixed it by having one tanker (with the most fuel) set to ' refuel own tankers'.
All other tankers on 'no auto refuel'.
The fleet was then able to reach a colony, refueling itself underway.
