Commercial Engines - Problem

I am a noob with this game, but have figured out much of it by reading all the posts and documentation including the wiki site.   My only problem is that I cannot create a commercial engine.   It doesn't give me the option to chose between military / commercial like it does for jump engines.   I have verison 6. 2. 1 with SpaceMaster On.   Trying to create a colony ship to transport colonists.   I am sure it is something simple I am missing, but for the life of me it is escaping me.   Have already reviewed on this forum things similar and on the Wiki site.   Sorry for any trouble but its a pretty good 4x game.   

Thanks in advance if anyone knows a solution to my problem.

Starting in 6.0 any engine that is at least 25 HS in size with a power modifier of 50% or less is a commercial engine. Everything else is military.
