Expansion: Fast or Slow?

In my games thus far, I've started out with a pretty big survey fleet, and not much in the way of military.  I've mostly been able to get away with this in other 4X games, because I don't expect to run into aliens for a while.  (And I'm usually pretty diplomatic, too - I fight only when I have to.)

But in Aurora, the result is that I explode outward, and run into three or four NPR's before I'm ready to come to grips with them.  (There's usually one within one jump of Sol.)  It takes a *lot* longer to develop a colony in Aurora than in other games, so my first colonies are very vulnerable.

So obviously I need to either change the NPR settings (to 5% or so instead of 30%) or else change my doctrine.

My question is, how are people handling the early game in terms of strategy and force mix?    Do you explore each system down to the last rock and get any colonies planted and suitably defended before moving on to the next?  Do you explore everything around Sol and then stop expanding until you've exploited everything?  Or do you explore far beyond Sol and build military frantically to keep up with demand?

Militarily, are people finding it best to focus on jump point defense (probably with FAC's) or warships and PDC's stationed on planets?  (It would be best to have both, of course, but economics does intervene.)

Anyone else feel inclined to lower the NPR chance?  See, the thing is, in other games, the NPR's are out there doing their thing whether you know it or not. :)  So it's good to get out there and find out the worst.  But in Aurora, NPR's will spring into being if you explore - which is a little odd, when you think about it.  Maybe I should just set the chance very low and put in more NPR's at the start - but I suspect that would slow the game down.

EDIT:  By the way, how often do people see low-tech and pre-industrial NPR's?  I've yet to run across any - though I'm not sure how one would detect a pre-industrial population at all.

I was under the impression that nprs exploring generates other nprs.  So that means that as long as you start with as least one npr, that npr will be generating more nprs whether you explore or not.

I am currently doing the slow approach.

1 Survey Fleet with carriers and 1000 ton survey ships
1 Escort Fleet CLE and carriers with Gunboats and Scout Gunboats.

Escorts jump into new system, launch GB wing and scout each planet. Give it a month and then have the Survey fleet jump in and launch surveyors.

If I find something interesting I then stop to exploit it. Build jumpgates to the system, drop a kernel for the colony and start supplying it with whatever is needed whilst also making civilian contracts. Then deploy 2 mobile infantry and 2 garrison under an HQ. Then have a small squad of FACs and then ship out a PDC or create it there depending on resources.

Every position of interest is then another exploration start point and I spread out from there once I have secured the flanks leading back to Sol (say 2 or 3 systems out from each point of interest and any major JP hubs).

I start with Earth and Mars fully developed and in this game I got a ruined settlement guarded by orbital mines 2 jumps out of Sol that was easy to terraform and has adequate resources. It is now well developed and self sufficient.

Two jumps later I found another ruin (Planet 3) with loads of structures not great minerals and colony cost 1.9, Planet 2 has really good minerals and colony cost of 1.9.

Planet 2 is going to be a fleet base, fully sufficient with Planet 3 as another smaller colony since my geology team found a few more sources to make it more viable. Over time, the whole system could rival Sol - it really is that good! It is the Groombridge system, I called Planet 2 just 'Groombridge' and then Planet 3 'Bridebridge' ... ha ...

One of my cunning plans wasn't so great and lost a years worth of missile and mine production for no gain but gave them 3 20k ton wrecks to use to spawn more soldiers - poop.[/spoiler:2oibwpen]

That is true. If you wait at home you may reduce the rate at which NPRs are created but they are still being created by other NPRs. If you started with no NPRs then you would be safe at home.
