Add move button in fleet orders greyed out

I can still double click on the order in particular to give them the order, but they stay on the planet with 00:00:00 time left to completion, and never complete it.  The fleet in question is just a carrier with 20 fighters in it.  The add move button is greyed out for some reason, my other fleets still work fine.

I think that happens when a ship is being overhauled.   There might be some other explanation, but overhauling would do that.

Yeah, I examined further and they were being overhauled.  Just strange, because the abandon overhaul order wouldn't work either.

There's a time delay after abandoning.  It takes time to get all those parts back together after being spread out across the deck....
