Strategic Speed

For a ship equipped with military engines is the maximum safe cruising (strategic) speed 1/2 of top speed, fractions round down. In the canon a battleship with a max speed of 5 can cruise safely at 2. How about a ship with a top speed of 3. Would its cruising speed be 1 or 2?

For Military (I) engines Strategic Speed is 1/2 maximum Speed (FRD)
For Tactical (J) engines Strategic Speed is 1/3 maximum Speed (FRN)
For Commercial engines Strategic Speed is maximum Speed.

FRD: Fractions Round Down
FRN: Fractions Round Normally
