Redundant tech falling into the hands on other on the planet

If people are on the same planet, when you achieve tech at a certain level the older tech is given to those that do not have it. This Steve has commented is old tech finding itself hands of other nations since they share the same planet. Via commerical ways.

I have no opinion on this is is easier for me to keep it as Aurora has it but people maybe upset that other nation are receiving tech without research please vote how you want it.

Research that is passed on when shouldn't I can do an SM delete.

Based on the though that the person with one vote for none would probably want no weapon tech then all tech.

The vote is declared no weapon tech is past. This includes Energy, Kinetics, Defensive, Ground forces. Sensors I chosen are commercial except IM and Active sensors.
