Given a sufficiently large sample size, basically any given specified outcome will become expected. You may have just hit the virtual lottery. I would suggest starting a new game, if all the randomly generated scientists on game start are logistics. . . . . you would appear to have a problem. Otherwise I would suggest the RNG gods are having a good giggle at your expense.
Much like a few years back where I ran a game for 80 years and never saw a construction scientist. . . started a new game and every single scientist but one was a construction scientist.
Yes, sometimes the generation doesn't seem so random ... but without starting a new game, I prefer to regenerate the entire pool as a Master
