Baces that do Not move/ Oribital Baces?

Just Checking But Orbital Bases are Ships with No Engines correct?
On Bases Like that do they really Need lots of Maintenance? after all they are Orbiting a Planet.
On said Planet the Maintenance Facility's Must be able to Handle the base or Better correct?
also I remember hearing something about civilian Boat bays, what ever happened to that? 
I ask because i can see Cargo stations, Fuel stations, Maintenance stations, all Civilian.
as that would cut down on some Mill fleet Costs
For a Mil/fleet Base. When new tech come about without moving the base to an SY, how would one,
change Shields from 6 point to 8 point, change an Ecm or Eccm, change a sensor from a Lower value to a Higher one, Change the Base? Standard Load out for Missiles, Small craft, Gunboats?

An orbital base is a ship without an engine.
They need the normal amount of maintenance facilities for their tonnage, no special rules for them.
They can orbit any body that you tug them to, they will rack up their maintenance clocks like other ships if there are no facilities available to maintain them.
Civilian hangars will come in C#.
All those new stations will be in C#.
You cannot upgrade an orbital base in place, you must tug it to an SY and then refit it there, like any other ship.
Hence why not many players build big orbital bases. You can either build small Orbital Weapon Platforms (like 1-2 thousand tons) that can be quickly moved around and cheap to refit if necessary, or you can build modular designs utilizing tractor beam chaining, and only refit sensor modules, for example.
