I know the engine needs to be at least 25 HS and no higher than .5 power to be commercial, and gravitational sensors are automatically military. Just curious about other systems. Is there a point where sensors and weapons can become commercial if you lower their effectiveness enough?

Sensors are commercial components at a size of 1 HS or lower. The only 'weapon' that can be mounted on commercial craft are CIWS systems.

I don't think any commercial classed weapon can be used for attack, CIWS are limited to point defense as far as I know.

Just to make this clear.
Regular Gauss Caonnons are military items (even though they are most often used defensively as point defense they _can_ bes used offensively).
CIWS, on the other hand, is a strictly defensive system and is classed as commercial (and the only one at that).
