why the civilians not building?

why the civilians not building? they did not even build one ship and game them 25k and they still wont build pls help

i am using sm to terraform a colony and it is earth like with breatable atmo and but i think that because my colony ship is 43k tons and i subsided them to 100k wealth


Nevermind i just had to jump start it

To trigger the creation of civilian ship you need to move at least 1 infrastructure on Luna.
