Organic Indices range from 0 (Absolute dead/barren) to 8 (Large gaia
type). The issue I'm running into, is how to correlate the EA to the
OI/EI. Just multiplying the OI by 12.5 would, in my opinion, unduly
penalize the races that rolled an extreme on the EA. The biggest
thing I see is that the racial characteristic (EA) is random,
whereas the planetary characteristic (EI) is not.

The other option I see is instead of randomly generating EA, start
it at a base of 5. Then allow the player to purchase additional
points to either side.

There would be the following racial attributes.
Wider Habitability +1 for 2 points
Wider Habitability -1 for 2 points
Wider Habitability +2 for 4 points
Wider Habitability -2 for 4 points
