You build a Ground Force Training Facility, then you click on the train troops button on the economics tab.  There is no way to queue Ground Training, so you have to pay attention when the message pops up that a unit has been trained to train more.

In general, when the troop stand in the open, it is trained, but if you "load" them into a PDC the training stops.
