Small shields better than large shields in every way?

Looking at the Changes List, it looks like small shields generators will be better than large shields generators in every way, for instance, 50 HS 1 shields would generate 1600% of the base shield strength, as opposed to the 220% of a single HS 50 shield generator, have drastically higher regeneration (Because each generator is recharging individually? Or contributing to the overall regeneration rate individually? Is this the case?) In addition to being harder to destroy relative to their size individually, and having far more redundancy in case the ship takes damage.

Also, a question.  In the post it says that a size 40 generator would take twice as long to recharge, but it isn't entirely obvious whether this is because it regenerates at the same rate as every other generator but has twice the strength to recharge or if the recharge rate varies depending on the generator size.

My understanding is that the recharge rate per HS is constant, and the base shield strength is also per HS. So 50 1 HS generators have 32% of the strength of 5 10HS generators, and the 1 50HS has 220% of the 5 10HS.
This makes it a trade off of redundancy and HTK versus Shield strength.

That would make more sense than my understanding of it.  But it's not what the change list says.  It say: "This means a 10 HS generator will have standard strength, a 1 HS generator will have 32% of normal strength and 50 HS generator will have 224% of normal strength" which indicates to me that a single HS 1 generator has 32% of the strength of a HS 10 generator.  But let's do some math here, just to illustrate my point.     

Assuming base shield strength is 100 for simplicities sake, let's see what 50 HS 1 shields would do.     
(100*SQRT(1/10))*50 = 1581. 138 shield points, or 158. 1% of a single HS 1 generator
Meanwhile 5 size 10 generators gives us:
(100*SQRT(10/10))*5 = 500 shield points
And just for fun even though we already know the answer:
(100*SWRT(50/10)*1 = 223. 6 shield points for 1 size 50 shield generator.  Or 223. 6% of a single size 10 shield generator.
