terraforming modules

Do terraforming modules work at the same speed as terraforming installations?

Thanks. I figured out the source of my confusion. My mining station has 30 mining modules, and my terraforming station has only 5 terraforming modules because they're bigger. My terraforming station had somewhat less effect than I planned. I designed them a week ago, so I must have forgotten.

Terraforming installations are modified by sector and governor bonuses.
Terraforming stations are modified by commander (and hierarchy) bonuses.
