Environment cost

I am Terraforming Moon for Humans, Cost won't go below 2.000. All gases a nearly like earths, as near as I can get.
What is missing?

You have no hydro extent, water is now an integral role in terraforming, watch this video

I am adding water now, After watching your video. (Thanks by the way) The Atm  reverts back to zero, even if I add 5.0 Atm Water vapour. do you know if this a bug? I would of thought that it would count down until required Atm.

what you are actually observing is how water vapour works, it slowly condenses into the atmosphere at 0.025atm and adds to the hydroextent, you want hydroextent not water vapour, once you reach 20% hydro extent you will have enough water
