4 doesn't seem to be enough for a united Earth, Terran Federation style empire. Or maybe have an option for Earth/UN/Terran naming convention. Or a checkbox that makes the game randomly assign a nationality before naming, so you don't end up with John Khalid Takanawa Tranh or something.
