Its only use is to support colonists on worlds with a colonization cost higher than 0.0

So is infrastructure needed if there is only a mining colony setup? I have no interest in terraforming this asteroid but have 6 automines so far

Nothing else is needed for that. Though adding a Mass Driver to throw the minerals somewhere might be helpful if you don't want to direct shipping there to pick up the minerals.

Infrastructure is only needed if you want to add actually population, not just installations.
