Can the amount of mines assigned to a specific mineral be controlled?

no but good news is that it doesn't matter. The rate you will mine is not determined on # of minerals. If your Rate is 10 then it is 10 for all minerals regardless of how many minerals are being mined. If you see less resources being mined from one over another it is only due to accessability.

There is no way to direct mines to a mineral but there is no negative for mining multiple mines. My math may be off but if you have two planets 1 with a single mineral with accessability of 1 then you will get 10 tons minerals / cycle. If the second planet has 6 minerals @ 0.2 Acces you will get 10 * 0.2 = 2 per mineral * 6 minerals = 12 tons minerals / cycle
