Build ships without retooling shipyard

How can I design my ships such that I can build more than one kind at a single shipyard without retooling it?

I know I can look in the DAC tab and see the refit cost, and if said cost is 0 I can build both ships at the same yard, but what affects the refit cost?

If the refit cost is within 10 or 20% you can refit without retooling.

So how do I ensure I have a low refit cost?  Just use most of the same parts, and have a similar tonnage?

In my humble opinion anything that could be considered a balance issue is a moot point unless the AI utilize it against you because otherwise it's an exploit you willing choose to use to game the system.

Also most of the time if you just scale a ship up using the same parts you will be able to build the smaller ship at the bigger shipyard.  For example if my cruiser is built using all the same parts as my destroyer, just being two to three times as big then I usually can build the destroyer on the same shipyard as the cruiser.  As long as all of the parts on the destroyer are on the cruiser this works.  It does not work in reverse.

Replacing a cargo hold with 10 cryogenic storage units allows freighters to be built at a shipyard tooled for the colony ship. Example:
