How do I make my tugs pull ships that have run out of fuel?

How do I make my tugs pull ships that have run out of fuel?

Individual Units Screen (F6) select the Tug, go to the miscellaneous tab and you will see a Tractor link dropdown selection.  Unfortunately, there is a bug with tractors in 5.14 that means you can only select ship yards

Ok, I've successfully done this but I keep getting spammed with event updates saying that the ship that is being towed does not have enough fuel to carry out orders. How do I fix this?

Transfer a little bit of fuel from the tug to the towed ship.

Or cancel the towed ship's orders.
