System with no planets, moons, asteroids

Hi, I have just discovered a system with 2 stars and no planets, moons, comets or asteroids. Is it normal, or is it a bug?

turns out the universe is a pretty boring place sometimes.

At least most empties are small and quickly surveyed with more closely spaced JP's

I cringe at the thought of trying to play a game with one route out of Sol through an empty O class...
