Title: Civilians still using player Designs?

Are the civilian companies in 7.1 still using the Designs I create Or has that changed in the past? I ask because I Read about that all the Time But in my Games they always Create their Own designs...

Civilians create and use their own designs. Usually having small, large, and huge versions of the various transport types.
