terraforming bonus calculation question

I have a task group of four terraforming ships with 3x terraforming modules each at Luna.   The task group S. O has a 20% terraforming bonus and two of the other three commanders have a 30% bonus.   The governor of Luna has a 15% bonus.   The Governor of Earth sector has a 5% bonus. 

Looking at the population and production screen I show 15. 3 effective terraformers for a cumulative bonus of 27. 5%.   If I remove the senior officer the effective terraformers goes down to 14. 7.   Replacing the S. O.  with a junior officer that has a 15% bonus gives an effective rate of 15. 15.   Splitting the task group and Removing the ship with the SO gives values of 3. 6 and 11. 7 (3x 3. 9).   So terraforming bonus appears to be on a per-ship, not per-task group basis.   Is this correct?  Are other leader bonuses also limited to the ship or do some extend to the task group? 

As I understood it from the wiki the bonus calculation should be as follows:
ships * modules/ship * commander bonus * governor bonus * 1/4 of sector governor bonus

Ships 1-3: 3 * 3 * 1. 3 * 1. 15 * 1. 01 = 13. 59
Ship 4: 1 * 3 * 1. 2 * 1. 15 * 1. 01 =  4. 18

which are significantly higher than the observed values.   however if this calculation only takes into consideration ship bonuses:

Ships 1-3: 3*3*1. 3 = 11. 7
Ship 4:  1*3*1. 2 = 3. 6

Which matches the observed value, so I assume the governor bonus is factored in later.     

In addition to the terraforming task group I have 10 terraforming installations on the ground, and have . 0015 terraforming tech.   The annual production rate on the population/production screen is . 0405 atm/year, so that should require 27 effective terraformers where I have 10 + 15. 3 = 25. 3. 

If governor bonuses stack with the fleet I should have:  25. 3 * 1. 15 * 1. 01 = 29. 39, which should yield . 0441 atm/year, which is again higher than observed.   If the governor bonus only affects terraforming installations and not fleet terraforming:  10 * 1. 15 * 1. 01  = 11. 6 + 15. 3 = 26. 9 - slightly lower than observed but perhaps within rounding error?  In case it matters: the fleet HQ survey officer has a 15% terraforming bonus, no other staff officer has a terraforming bonus.

Governor bonuses only affect terraforming installations, Terraforming modules are boosted by the individual ship commanders.
