Design a PDC.  SM Mode, Fast OOB Creation window.  Add whatever number of PDCs to designated fleet/Task Group.

Note: a task group containing PDCs can not be assigned movement orders, so make sure it's AT (not in orbit of) a colony.  Thankfully, SM Mode allows you to Specify Location for Task Groups.
