Higher starting populations

If you change the population in the startup and you put above 1 Billion you will get worker shortages, why? The higher population you have the bigger the shortage is...

Higher starting populations start with more industry/labs/shipyards/etc.

Yes  and I found why I also had to little workers... I changed "Industrial Percentage" to 150%...
