For the colourblind there is still the option (right next to the colour) to display the sector's name underneath each system.
I may not be colourblind but I still prefer that over setting another 300 circles around various systems =)

Is it possible to highlight all systems in a certain sector on the galactic map? If not, is there a way to make systems more obvious and eye-catching than the others?

If you look through the options on the galactic map screen (I think in the "Display" group), you should see a checkbox that lets you display sector colors - turn it on.
