fleet heirarchy

Will someone be kind enough to explain why we might want to set fleets under the control of different headquarters from 'fleet headquarters' as it is by default?

You might want one fleet whose HQ is staffed by explorers, another by construction orientated officers and then your battle fleet with gung-ho chaps that like big sticks :)

Also, when you grow large enough you will have multiple sectors so one (battle) fleet per sector is also nice.

A Task Group only recieves support/modifiers from its command Task Force Staff if they are in the same systems.
