When you create a new game, there is a spot to enter the password. By default, the password is blank.

It may not be wealth causing the problem. It could be lack of protection also. On the summary of the colony, you should see "Requested Protection Level" and "Actual Protection Level". If the requested is greater than the actual, your colony starts to generate unrest. Station some ships at the colony, or troops, or build a PDC or 3.

If wealth is the factor in the low production, then maybe slow down on your operations. The Income/Exp Data tab shows where your money is going. Building a large fleet or financing research are the biggest drains. Build space ports and start trade routes (if you have more than 1 colony in separate systems). Of course, convoys require jump gate networks, which require components and specialized ships ;)

On the F4 screen, you'll see a list of available commands. One of those should be your TF.

I'd also check the auto-assign box in the upper left corner. Takes a lot of the paperwork out of assigning officers.

And check out the tutorial posts ;) A lot of basic questions are answered there.
