I have RTL of 1, how can I raise it??

To give my ships and fighters good leaders I am buliding some 500 military Academy´s so I now get about 690 new officers each year ( at lvl 139)

On the race info screen (F8)? there is a little menu option for racial training level.  Every time you change the level you will lose 1/2 of the personell in your current pool.  It does not matter if it went up or down, you will still lose people.  This does not have any effect on your officers however.  A racial training of 10 will produce 1/10th the number of crew per year, but the ship crew grade will start out at about 8%.
